The Dutch banks and fraud

Last night I received a bit disturbing call from my Dutch bank. The call was to let me know that my debit card has been skimmed and as a result has been blocked by the bank. This caught me a bit off guard as I try to watch out for skimming devices before using my card. Anyhow, I went off to ask the bank's customer service representative the usual "how" and "when" questions to which I got the following reply:

"Well, you see, sir. There are these criminals from Eastern Europe. They come to Holland and they break into stores or install these devices on cash machines..."


Being a Bulgarian myself, I didn't know whether to laugh or cry. Although the most notorious skimming frauds as of late have been linked to either Bulgaria or Romania, I still believe that it could have been anybody of any origin who could have tampered with the payment device.
